The game already picks map based on location so just look at that code and we should be able to figure out how it works. TLDR, yes modders will be able to create scenes with specific terrain which should be prioritized when picking maps.
Worst case modders change the following code to change map selection.

modden can make battle scenes and defined their terrain properties, and the campaign system will check what are the terrain features in the map is and will launch a matching map. There is no spesific scene for a spesific location in the map apart from settlements
If settlements can have a specific location/map attached to them, can you create “points of interest”. Example, the training field takes you to the training map, so does that mean behind the scenes it is considered a settlement? Could you create new Training Fields, or similar features?

Oh so the battle scenes are having a chance to repeat themselves based on the biome they are in, i thought they were going to be bound a scene per square on a map, so that after some time you get to really know the terrain. You know for example "between these two villages, the terrain is like that, i need to bring archers" etc....but now you arent going to get the same battle scene on the same spot on the map every time?

Probably one of the many scrapped ideas. But thats how strategy should be played. You lure or attack on a certain terrain for maximum advantage.
