MOD Tools: What will we be able to do?

So I have a few real questions. I see you say we can add new factions, but I'm wondering if something like this could be possible... have each town a seperate "faction" technically, but have a number of them allied to a "higher" faction, or somehow, at some level, be the same faction? Basically what I'd like to do is have 2+ Clans, that are high-level factions, but have each town that is allied with that clan to be a seperately functioning faction for various technical purposes.

If this type of thing is not possible, then how about simulating it by having each town a seperate faction, and then having half of them be hostile to each of the other half?

Also, when we can edit the world map, would it be possible to create roads or highways where the movement speed would be a little higher than normal?

How about a spotting range decrease at nighttime?
 
I'm not 100%, but I'd bet that you can add as many factions as you'd like. Also, seeing as how trees slow you down, the ability to make roads may not be too hard.
 
Say, will the original models be released or be able to be converted back to .max, to simplify some of the process (like building a new horse from the original model, in order to avoid scaling problems, etc)? Actually, is it 3dsmax files anyway?

edit: and while I'm at it, what's the average polycount for characters, weapons and others? I already have a few characters (rigged and all) I could put ingame, but they're quite high poly, so...
