Resolved Missing Menu Buttons After Fresh Install—Normal Workaround Doesn't Help

Summary I performed a fresh install today [12/14] after needing to remove due to a space issue. Install process was fine. Tried a first login and only the "Credits" "Options" and "Exit Game" menu buttons were available. I tried the normal workaround for this issue "Delete the “LauncherData.xml” file in configs without luck. I uninstalled and tried another fresh install and it still showed the missing menu buttons.
How to Reproduce: Login on fresh install, I guess?
