Missing helmets

Hello there,

a few helmets are flagged with 'is_merchandise="false"' in the gamefiles (head_armors.xml). For example all crowns and the southern brass helmets.
Is this a bug or are you supposed to get these armor pieces outside of stores (like tournaments)?
4000 ingame days have passed in a sandboxgame and i haven't found any...

I'm playing the 1.9 version without mods.

I imagine the crowns are exclusive to royals. Not sure about the brass helmets though.
