Resolved Missing / bugged recruitment screen in Town (Valanby)

Summary: Missing and bugged recruitment screen. It's already 969 day in the game. A few errors and crashes occurred during the game but nothing that would've prevented me continue playing this save.
Have you used cheats and if so which: declared war via cheat console (Battania on Vlandia)
