It is still broken, or at least younger brother and sister still have everything at 0 even after they are adult

Hi. Noble kids eventually get equipment and skills at 18 now on the stable branch after the latest hot fix so it looks like it was already fixed.
However, your siblings don’t get any focus or attribute points when they come of age. They have all 15 and 16 stats. Hopefully this gets fixed.
