Mettenheim Regular Crossbow unit too accurate?

You are correctly, except noldors, Xbowmen are better than bowman in same tier for some reason.
Perhaps thanks to the rebalance of 3.7? Which nerfed many shields, and buffed the damage of bolt a lot.

I beg to differ, dps they fall short by a lot. Long term, they will do more total damage, but whilst the crossbowmen keeps on loading and shooting, the archers charged to the front to give some support, its not like they remain there looking the sky.

Konrad (and me, but he did it on way more troops) did some testing on this and archers proved way superior in this scenario: 100vs100, how many krakens (without ranged weapons) charged against the rangers and how many did they reach them.

Sure, in siege, overall the crossbowmen are more useful (unless we consider that ammo refilling thing that was added time ago), but I prefer the archers. Also, the top bows can be used whilst mounted and you can kite back on foot as well, whilst the crossbow limits heavily your movement and you cant use most whilst mounted.
 
Yeah, I like the Arbalest-wielding Heavy Crossbowmen, but obviously if you're kitting out say CKO it's probably 10PD-Noldor Bows, even if you need to be a bit careful with their ammo.

As far as "things you can mass" though, I really like the Heavy Crossbowmen. I tend to coddle my ranged units a lot, but micro my infantry and horse, so it's probably that bias that makes me like watching people die to arbalests as I move about with my melee units.
