Satellite mounted with a wide focus lens it should closely fit the description. Though that's still years away. I'm rooting for lightsabers as the next step in energy weapon research.
The energy delivered in a laser beam does damage because of its density, or the how tight the beam actually is. Widening the beam breaks down the energy density exponentially from a few centimetres onward.
What you might want though, is a nuclear missile x-ray weapon.
In effect, it's just a nuclear or fusion warhead with a device that converts the nuclear explosion to an x-ray beam. The mechanical device would be disintegrated of course, but the resulting beam out be like a nuke in a laser, and one in which wouldn't require the missile to get all that close to the target at all almost defeating point defence even before it can activate.
