Meet the requirements but can´t play the game

So, I bought the game on Steam. I open the game and start a campain, but the game runs at like 5fps. I put all in very low and restart, the game keeps going at 5fps. Custom battle is the same. I have more than the minimun requirements but can´t play the game. Is this a temporaly performing issue or is that I won´t be able to play the game?
My specs (I play on a gaming laptop)
Graphic card: GTX 1050
RAM: 8Gb
CPU :Intel(R) Core(TM) i7-7700HQ CPU @ 2.80GHz

Please help, I need to know if I will be able to play the game or if I should refund it.
