Need More Info Max out CPU on launch

Summary: Immediately upon launching the game and arriving at the first loading screen (before the Taleworlds logo), CPU usage maxes at 100% and the game and computer slows to unplayable pace. If given enough time, the game may proceed through the loading screen, brightness settings, main menu, etc. but it is unplayable. I know that my build is not top of the line by any means, but months ago when I first bought the game I was able to run it fine on decent graphics settings so I'm not sure what happened. I have installed the game on a new SSD (with 75 GB of free space), but the same issue occurs when installed on the internal HDD (918.81 GB free space). I readily admit my knowledge of computers is lacking so if I have left out any relevant information please let me know.
How to Reproduce: Occurs every launch, in safe mode or not.

Could you check if your VSync option is enabled? What is the average FPS you get while playing?
Under the configs folder can you check the file named engine_config.txt? In that you can enable showing the framerate by changing config.show_framerate to 1 on the text file.

Thank you for your reply. After approximately 30 minutes of waiting for various loading times, I was able to reach the options tab of the main menu and confirm that Vsync is off. I have enabled showing framerate as you recommended but unfortunately after a significant amount of time needed to reach the main menu, the loading screen to actually play the game stalls indefinitely. I am at a loss as to what is causing the game to move at this glacial pace through various attempts to un- and re-install; as I said, I was able to run the game fine early this year. Any assistance you can provide would be much appreciated!
