Marry Children off

I have been playing for a while now and I have a few children, I have asked to get them to marry people but nothing happens, is there a way to get it to work?

I have never done it as I haven't had a child who could marry, but I know there is a conversation dialogue that says something about forming an alliance through marriage.

Yeah, but it does nothing except say meet the person and after you do there is nothing
