Marriage in 1.6.3

Hey, can't seem to woo a potential spouse in direct conversation anymore (the option doesn't even appear) . The only option to get married is paying the dowery straight away.
Is the wooing/flirting coming back? Or do I need a specific clan rank to flirt nowadays? Thanks

First I heard of the dialogue being missing. Make sure you're nit using any mods and double check they are Single people and try many, then if you really can't do it report in the tech support with a game save.
