If you want to run something like this for your own competition, you can handle that in your competition. If you want to get other competitions involved with some sort of mark of shame/blacklisting group effort then I'd recommend contacting their organisers directly.
This sort of public list doesn't do much to inform people about whatever the perpetrators have supposedly done, nor their reasons for doing so. It's also potentially tantamount to insulting/flamebaiting and personally, I don't see much of a need for it.
