Large mods will take time to create, the tools should be released sometime during EA (maybe when most features are implemented) so we can get mod releases around the time EA is finished. We should at least get basic stuff so scenes and maps can be worked on.

Even some small mods at this point might introduce new issues and fragment the community, so gathering data about the game and its state would seriously get affected.

True but there are already over 600 mods on Nexus. Tools would just allow for asset creation which i think would affect the game less than the scripts and config changes people are currently using.
