make "switch shields" button work with no 1 hand w

the problem now is that the switch sheild button only works when you have a 1-handed weapon. if you're not carrying a 1 handed weapon, say, a bow, and a 2-handed axe, then you can never take out the shield to defend against projectiles. it would be helpful if you can put away your 2-handed weapon and pull out the shield until you close to melee range for example, then put away the shield and then pull your 2-handed weapon again.

an idea that i was thinking of myself...mainly when i was furiatingly smashing the switch shield button with a double axe out...dont think it should be too hard to implement.
