In lore given to us during the main questline, Battanians took the heads of enemies. If you try this in game, everyone in Battania will hate you, no matter who it is.
When playing the game and meeting imperials for the first time, they talk about the barbarians they've killed and the glory they've won. So why is it that an Imperial actually cares about executing a "noble" from Battania or the Khuzaits. Hell, execute someone from any other faction, and they shouldn't care since they consider them all barbarians anyway.
There should be a cultural divide in this game. One of the ways it can be implemented is through execution, nobility, and who cares. Naturally, I think the relation losses are fine - among the enemy's faction. But exceptions need to be made. Battanians should be able to execute anyone not Battanian freely. The same can be said for Imperials. But executing one of their own is what would be considered dishonorable among these cultures, even in the imperial's case of civil war. Instead of "dishonor," when executing enemies as a Battanian or Imperial, there should be a fear reputation.
Khuzaits, Aserai, Vlandians, and Sturgians may recognize each others nobility, and I think it'd go along with their status as sovereign kingdoms, and also more willing to negotiate between each other. Battanians, having the reputation of literally taking the heads of enemies, would be able to freely execute enemies of another culture, but the penalties should be tripled for executing one of their own, and the same can be said for Imperials, who have a reputation of killing barbarians (anyone not Imperial) with no qualms. As Battanians, their reputation of being a "merciless savage" or "noble savage" will go a long way diplomacy wise, and you may end up having no friends if you kill everyone who enters your woods. But killing only say Imperials, and a Sturgian wouldn't care, as he expects it of you.
This will allow for greater roleplay opportunities and different playstyles for each culture. Executing will still make all their kinsmen hate you, and sparing them will still give you a merciful reputation. Being dishonorable, even as one an Imperial or Battanian, is still possible if you start killing your own.
