I didn't really know where to put this so here it is
Summary: I talked to 12 Nobles, but the quest only shows that I have talked to 8. I am unsure why.
How to Reproduce: No idea, I just talked to people and then it didn't count. I think it stopped counting every one around 7 and then completely stopped at 8
