Losing weapon proficiency?

I'm confused. My weapon proficiencies constantly restart and go up, down, and never seem to improve. Normally this wouldn't be a problem, as I see the creator is trying to make sure certain classes use certain weapons, but if my polearm skill as a hunter never goes past 60, I can't really get much use out of it. Is this a bug, or is this just not working as intended?

Do you have it where they go down during a battle but stay normal when travelling around the map? Because thats waht i have.

Sort of. It goes down or up depending on a message I get, "Reseting weapon proficiencies". At first I thought it didn't mean anything, that my skills would work just as well, but I can clearly tell that i'm not as accurate with the bow, and with earlier versions it worked fine...

It's because of your equipment. The more it weighs, the lower your proficiencies will become. You can reduce this penalty by training strength and the Weapon Master skill.

I was a bit perplexed at first too, suddenly having my archery drop from 490 to mere 300 during battles...

you can improve proficies as normal, but they are reduced in battle due to encumberance, but that should not affect ability to train them. If you can confirm that this happens (I'm pretty sure it doesnt), its a bug.

(weapon proficiencies reset) message means that they are reset from the encumberance penalty, not that they are rest to starting levels.
