Lords not garrisoning castles

I have given some castles to my lords, but they aren't putting troops in them. How can I tell them to do this, or will it just take time. (Note: I'm playing V4)

Point 3 of the description:

You can assign fiefs to your lords. Order your lords to stay in their castle to garrison it. Hope that helps.
