If you can't get help otherwise, and this would be a tedious way to do it, you could use the Troop Editor to change the Looter's names in an unrelated folder, then try figure out what exactly it changed with-in the .txt.

However this may be a dumb suggestion, because I have no idea how python works. I just assumed it uses the .txt files.
 
I think that module_party_templates.py has what you're looking for.  At least, I don't see any code that overrides the names there where they're spawned (spawn_bandits in module_scripts.py). 

Technically, looters are in the outlaws faction.
 
Yeah, changing their party ntemplate is easy peasy.  Or did you mean their actual spawn point, in module_parties?

Thanks! I forgot their names was in the party template.
