Looters walking faster than my horse?

Is it just me or are Looters at the start of the campaign on hover boards or something? Cause im spending in-game days chasing looters all around the map.
Does the game take into account how many troops in your army are on horseback? Cause if i have a foot army, i can never catch em unless i corner them. :/
 
Yes, it matters.

Also buy horses and store them in your inventory. This will increase your party speed as your troops will "use" these horses for transport.
You will need horses in your inventory anyways, because you have to own one in order to promote an infantry to cavalry unit.

Also improve Scouting skill (Cunning).
 
The tutorial should mention to the player that having horses (and mules!) in the inventory is extremely important and you need them to carry **** and keep good speed on the world map.

It is in the hints and tips shown when you're in the escape menu.
 
The old rule still applies however, the more cav unit you have the faster you're on the map.

It's a good new feature though that infantry will use your stored horses to travel faster. It was pain in the ass in warband to travel when you were playing with infantry factions/units mostly, and had to waste skill points for better overall speed.
