I think it makes more sense that looters should upgrade into watchman.
Looters spawn all across the map and are not restricted to one factions geography (like other bandit units), and dont upgrade into the Imperial noble line.
Watchmen are also uncommon enough to get, and this will make mercenary armies and playthroughs much more accessible.
One mod i used, also let the Peasant unit and Militia units upgrade into the mercenary line.
