I believe prosperity levels affect the loot you acquire. Whenever you raid a village, no matter how high the prosperity level is, it will hit rock bottom. You'll have to wait a few in-game months for it to go back up.

This is what I've found to be true. Once raided, it takes considerable time for them to get any decent goods back.
 
You need to be really careful to not let your own villages get raided, its really a slap in the face for them to face total burn.
 
But its Fun in war, just ruin ALL their villages! BUT then if you conquest their asses, you then have dirt poor villages...  :sad:

Looting a village early in the game (I did in on day 3) can significantly boost your funds when you sell the goods.

It's easier to conquer a small network and then keep them for cash. 
 
Kazdum is right, though.  Looting a village is a big cash cow.  I tend to try and loot ones I do not intend on aquiring.
