Also I question that list. I know Tokugawa was a strong ally of Oda's and that during his early life he was held as a diplomatic hostage by Oda but I don't recall him being a retainer.

That old saying does not in any way shape or form mean that Tokugawa was an Oda retainer. Tokugawa was an independent Daimyo from the Oda clan at all times. He was a staunch ally of Nobunaga's, but Nobunaga never forced him into vassalage.
