with low leadership, it is difficult/impossible to keep morale above the threshold requires to gain XP from "high morale".
Gaining XP from promotions would improve the speed of earning XP points to reach that "threshold" where "high morale" becomes a realistic way of gaining XP overtime.
players tends to lose few units which makes the XP gain from "recruiting" very low and it takes time before reaching the point where player can earn more through "higher tiers" recruitment and higher turnover of troops.
