Buying a rusty fighting axe might be worth it to me at low levels, though I'd like to see more high quality items appear in the shop as I need them.
 
Nope, high grade stuff don't seems to show up more often. Just keep visiting every smithy you pass by and sooner or later (well, more later actually) you'll get soem fancy stuff showing up.
 
Don't knock the rusty fighting axe. It's been my constant companion ever since I plundered it off a sea raider at about level 10, and now I'm approaching level 30.
 
I got lucky and found a heavy fighting axe before I hit level 10. i got tired of it at some point though and sold it. Still looking for a balanced or heavy war sword but im not in the mood to talk to blacksmiths anymore so its not looking good.

Wheres my Masterwork War Sword? heh

Yeah, it's a suggestion.

Watered Steel is exceptionally rare, heavy or sturdy armors are even more rare.

Maybe shops where they only let you in once you have a certain amount of gold could solve this problem?

I'm tired of seeing woolen caps and rusty falchions strewn all over the place.

Finally a place where I can get away from the riff raff and lounge with the right kind of.... well... murderers basically. But if I didn't have all those knights in my party they would have been following me I gaurantee you.
 
I think the game tries to challenge you to travel around and fight the tougher enemies as you advance. My best equipment came from fighting Dark Knights/Hunters. Their sheilds are awesome.

Dungeon Siege had a system where venders would try to only sell you stuff that was appropriate to your level.
