RNG involves a lack of choice and preconstructed classes involve a limitation of choice.
In short, there are 2 systems that limit the player's choices regarding the style of play he wants to follow.
If the faction cannot be chosen, then there should be more choices in the character selection.
A greater and more flexible customization, whose "maxima and minima" still reflect the current balance reached between the factions.
Maybe a system where you choose the equipment among those available for the faction.
And from faction to faction the equipment changes, in order to respect the balance in play.
Maybe even the possibility to modify the statistics (individually) within a certain range of minimums and maximums for each one (such that these minimums and maximums keep the balance in play).
An example may be that the maximum for riding skill and archer skill for a khuzait is 270 and instead for a sturgia riding it stops at most at 150 and archery at 200 (they are examples, it is clear).
If I can afford it, the combat system's lack of flexibility regarding the absence of movement mechanics which in reality are possible as fast forward, backward and lateral steps or attacking while crouching (with less grace than standing I suppose) , prevents from having a balance based also on the player's ability to reposition quickly.
(let's be clear, I'm not talking about darksouls-style dodge mechanics or similar bull****, I'm talking about a fast but short step, with no invincibility frame and no somersaults or various pirouettes).
If there were multiple movement mechanics, you could also act on those to balance the different factions and individual characters.
