No. It would be great if they allowed that. You can still create parties but they won’t follow you.

I wish you could at least create mini armies from just your clan parties. I agree with some random merc not being able to lead the lords of the realm but I really cant get the boys together to go take that poorly defended fief?

Leading armies currently only way to level up leadership skill at reasonable rate. Outside of it I don't care about leading armies or being vassal at all.

That's actually a fitting and good compromise.
