Need More Info Laptop taking 100% cpu and wont go more than 15 frames than goes down to 2 near npcs.

OS: Windows 10
GPU: GeForce GTX 1060
CPU: i7-8750 cpu @ 2.2GHZ
RAM: 7.85
Motherboard: Predator Helios 300

im having this problem even at the lowest settings where it takes all my cpu power and not from my graphics card, I did the fix where you swap it to the gpu than the default settings that make it take the cpu but that somehow made it worse and i get sever lag in battle once i get near another npc to the point the screen freeze for a second when i charge my spear or sword at someone this is in the beguning of the game so when theres only 6 ai in the battle.
