Resolved Lageta Ballista Has a second "Ghost" Ballista under it.

Summary: When I was assisting Battania as a independent clan in a siege against Legata's rebels I hopped up to one of the towers to shoot some of the Battanians with a ballista and found that it had a second ballista underneath it that was stationary when I moved the one I was using.
How to Reproduce: Take part in a siege of Lageta and use the Ballista on the left tower on the inner wall

I had been playing that save for a bit afterwards but I'll see if I can reproduce it. I might have to siege the city myself after giving it to a rebel faction though with cheats, that way I'm not obliterated by the Empire who has it now.
