Knight chapters in towns?

Shouldn't you be able to build them?  I have a town (tihr, if it matters) and I can build a university, guild, but no knight chapter, or chapter hall.  (Villanese)  My castles can build them fine. 

Sorry, I tried a search for "nobles" but saw nothing on this.   

Also, how do I set where nobles arrive, since I would keep the towns, but give the castles to my lords.

I'm pretty sure it has to do with the rural-bias any and all nobles and knights have. Towns are the realm of the merchant, but castles are the home of the nobility. I haven't played this mod in a while, though, so the rules may have changed. Regardless, towns are already superior to castles because of the income, so castles need something to make them worth taking. I think knight chapters are exactly what make them worth it.
 
Ah.  You have to go under fief management.  Thank you for the previous response, sir, that was what I had thought until I went to fief to get my new villages a bunch of temples and found the bougouise congregation.
