It's up to 3500 troops. He's just walking around capturing every single town and there's nothing anybody can do about it. He's managed to take over half the map because of this ****. What am I supposed to do here? This is literally unbeatable, it follows him and his marshal stack around everywhere. Is this even intended?

Yes it's intended and perfectly beatable. They are all just breakfast for a 500+ party full of faction elites, Hero Adventurers, KO and CKO units anyways. Quality over quantity wins hard. But you can ignore such armies until you can amass an aforementioned force. Or lure them to unique spawns and marshall forces with a low prisoner count and grind down their numbers that way. Having a high Tactics skill on you or one of your companions is crucial to have favorable troop ratios present on the battlefield.
Those kind of "doomstacks" consist mostly of rescued prisoners which are pure random troops of mediocre quality for the most part.
P.S.: wait till you see an Eyegrim the Devourer with 5000 undead or an Aeldarian or Ithilrandir with over 10k troops, now that's funny.
