when watching a fight in the arena, it is possible to interfere. My character had a war bow and bodkin arrows equipped in the town world, and when put in the arena stands, he was able to use them. I bet on the blue team, then shot all the horses out from under the red team.
it isn't that big a deal, since the arena only supplies about a hundred gold a fight. still, it does sort of unbalance the early game, when you depend on the arema for funds.
