Has anyone ever played it? It has a similar feel to Band of Warriors, in that each has a bunch of named unique mercenaries.
But one thing JA2 did quite well - compared to X-COM, which had lots of named soldiers, none of whom ever spoke or had personalities - was have its mercenaries interact. Some mercenaries would leave your employment if you put them in a group with another one that they hated. Some would want to kill others. Some would stay with you forever as long as they could be with another one they liked a lot. There was even one who liked two people and hated two people, but the people he liked and hated flipped when he was stoned versus sober.
So - there is certainly a lot of scripting that could be done, and it would be very time-consuming, to make things as interesting and dynamic as in JA2... but at the very minimum, it would be interesting for people to only join your party if you have a certain merc in your (active) party, or refuse to join if you have a certain person active party. Similarly, some might only join if you had Camp Followers in your party. This would be true at Four Tales Inn, also - basically, certain people would either refuse to be in your travelling party together, or refuse to be apart... which would force you to consider them more as individuals than you do now.
I'd go so far as to suggest that equipment choices be enforced. If someone loves knives, and fears horses, he will refuse to equip any weapons except knives and throwing knives, and refuse to ride horses.
