Is there a way to provoke war between two factions?

Sometime the game will pop up a border incident message, I wonder if there's anyway to provoke war between the two factions on the message?

i wanted to try that too but i dont seem to find any answer. also my lazy king wont go to war with anyone. my army moral is going down sooo much.

Haha, well if your king doesn't want to bother declaring war, light a fire under the bastards arse by starting a civil war!

I also want to provoke the NPC factions to declare war on my. I don't want to lose honour by declaring war myself.
