Is there a reason I can't select certain family members as party leaders?

Before I conquered my first city as independent, I made my older brother a party leader since he has 140 god tier tactics and leadership skills.
I was unable to select my wife Yana from Khergit clan (i think its correct original, i renamed her after) so I settled for a normal companion with 60 in skill.

Now my brother lost his first battle and got reset in Vostrom and I want to send him out again, but now I am unable to select him?
