Not in native, no.

You can liberate prisoners an enemy party has taken if you manage to beat them, however.

Be aware that you don't have to recruit from villages you own. Any that you're not at war with will do.

Pretty sure you can recruit from your own prisoners too, and hire mercenaries from taverns too.

And that improving your relations with a village by running errands for the village elder, or defending them from looting by a Lord will cause more people to offer to join your party, as well as, at higher relations levels, troops of higher quality.

Native Expansion has a building you can build in towns that grants access to powerful "elite" units. They're expensive, though.
