Resolved is the main quest as faction leader still possible?

Hi,
im leading the Khuzait Faction after the khan and his son died in battle. Im in the mission "support a non imperial faction". of course i would like to support my own faction, the Khuzait. but now i have the problem, i don't know who to give the "Banner".

Player can talk with Arzagos and say s/he's the leader of the Khuzait. IT should work.
