Is gang warfare for player currently in EA?

I know theres some quests that u help gangs but can you make your own already like mentioned in some dev blog or some video earlier?
If yes, how?

I got the quest and its in.
Also its really fun, theres almost 2x of the enemy gang and half of the gang locked on to me.

I was wrong, just one battle, didnt get any actual gang management or whatnot
