Resolved Inventory full with everything on campaign start??

Summary: For some reason whenever I start a new campaign or sandbox When I open my inventory I see every item in the game. When I take an item it even replenishes?
How to Reproduce: not sure
Have you used cheats and if so which: none

OS: windows 10

GPU Driver Version: not sure
CPU: i7 gen 9th

That is because of the cheat mode being enabled. You will see the items on the left bar not on the right where the hero party inventory is.

You can enter this on the developer console:
config.cheat_mode 0
