Inns run out of soldiers for hire in .703

I asume this is a bug. When I visit inns, that i have visited before, to hire new soldiers I have noticed that they don't upgrade or have new recruits. Zendar's inn for instance has been without soldiers for hire for weeks and the Vaegir inns are running out fast leaving me down to a few peasants to hire now.

I have found that this bug doesn't always appear (tried different characters and not all of them got it) and sometimes starts when the game has been running for quite a while. Last game I had I found that swadian inns had only peasants to hire and Zendar was empty after working fine for a few days.
