Increasing village recruiter relations when no quests available?

The village of Usanc in Vlandia is like that for me. Not one quest from any of the three notables all game. I pass through the area frequently and I make a point to check.

The notables system was an interesting idea, but without more ways to gain positive relation the whole thing is kind of a bust.
My only guess is it's an unfinished system. Can't have just quests give relations.

They start at low tier and as time passes if no one recruits him, that unit upgrades to a higher tier. But as far as I know each npc has a set troop tree available to them that don't change, but this is different for each new game. If you start a new game, that village will have a different npc and a new set of troops type you can recruit.

This is based on their influence. If they have low influence they will never get top tier or noble units. So best is to make friends with notables with higher influence.

And how do you do that? It takes 20 to 40 relations to recruit the noble units. I finally found a bandit attacking villagers, saved them, and gained a whopping 1 relation.

There is no feasible way to gain that much relations.
 
Hmm strange. Notables with high influence can have noble units in all spots. So even 0 relation is able to grant access to them.

Totally agree. I've found villages where notables can let me recruit tier 5 units but I have only 5 relation due to some quest or killing hideouts yet villages in my own fief (castle) are stuck at 0 becuase I have no hideouts nor do they ever spawn quests, so I'm stuck at their lowest tier.

It does seem their influence give them higher tier recruits, so I just stopped caring about relations and ran around to all villages handpicking tier 3+ units. After a while the southern empire owned most of the world thus villages stopped being raided, and the notables influence was raised over time without my meddling which gave access to high tier units. This never happens in cities though, only in villages. Cities are always stuck at tier 1 recruit levels without relation building.
 
I saw looters attacking villagers and villages (when I went to help the village it looked like regular raid defence) so it does happen, but only when looter band size reaches >40. It's quite normal for those larger parties to attack something.
