I have increased the power of some notables to "powerful" level, including a few over 300, via grinding out issues. They still have the same troops available as before the increase in power. I have tried waiting a few weeks, clearing out all of the current troops via recruitment, and then waiting a few more weeks, and have not had notables gain noble troops.
