I have traveled far and wide in Calradia, several times, and I can say that it's almost impossible to find the best armours, but also only good. It is so frustrating...

Build a smithy in the cultural area you want armor from. They will gradually produce armor and put it on the market
But also the best?
I'm ok as it is. You have to assume its not instant, imagine that you will obtain it with time being.
Dude I don't want nothing instant, it's almost impossible to find good armours, not to mention the best... and I'm not the only one who needs them, but also my companions.
Equipment tier in shops is tied to player level -according to some info on the forum here.

Same! Found these lvl 6 gauntlets in a pretty fresh Empire playthru and im only lvl 12 with my guy and tier 2 clan so guess its about luck

After 95 hours and traveling many times to ALL the workshops in the map, I have found only ONE Legionary Armor and never found armors of imperial legionary/cataphrats, or lords.
What version did you start that game in?
Beta 1.2.0, always updated to last version. Why?

Yes sorry, I meant the version that you started the game in. But no matter, I just wanted to let you know that games started before Beta 1.2.0 seems to have almost no Heavy Armours in shops, those started in Beta 1.2.0 seems to have more, albeit still too rare.
It's what we concluded in this thread based on findings, sadly I can't code so I'm researching it the empirical way.

Well I started mine around third patch to "start" with lastest possible patch, haha dump me.
Anyways, I'm near lvl 13-15 and have already my own kingdom, I noticed that as you commented, item stocks are supposed to be based on what workshop the city has, so built a Smith, waited and waited and nothing different came.
Went around the map seeking armours for body and just found mail and few useless. No lamellar or plate.
I believe some armours are not available right now throw normal means, and that cities need to have more workshops.

As Jarl Malcolm said, it seems to be due to the version you started with the campaign. They said they were working on it, but is still present... it was the 9 April. ?
I still can't find the best armors... after 170 hours, only 2 legionary armors (40/12/12). I have also this guy here but he does not produce "ultra armors"... (should be the armor of nobles and elite troups?)
