Does Ichamur have a guildmaster?  And if so, where is he?

Ichamur has many buildings with staircases leading to higher levels, I do believe I saw a motionless gentleman standing in one particular spot on multiple occasions.

He's up on an upper-level porch - you have to go upstairs to get to him.  Nice view from up there, too.
