There could be a system very similar to the Weapon Master system in place now. Skills which are limited by the characters atributes which in turn limit the proficiencies of the character.
If anyone has played Betrayal at Krondor they had a great proficiency system. The characters just seem more alive without the "im gonna put a point of whatever into his skills when he 'levels up'". I like it when skills go up when you use them, it means that you create the character you want by playing in that way.
