Only if they were Nord villages to begin with. 
It doesn't seem possible to change "cultures" in any of the villages in the base game.
Be aware that if you're involved in a civil war against the Nords, the Nord units in your army take a dreadful morale hit!
Works for any faction. When I was mopping up the Sarrinids, I'd lose 3-6 veteran units a night, despite just rolling over the recruit armies that the Sarrinids were hurling against me. As soon as the Sarrinids were wiped out, the morale for my Mamelukes went from "terrible" to "excellent" overnight, with no battles!

Oh, yeah. That works. I thought you meant in a "normal" game. (Not that I ever play that way. Too much fun ripping up helpless Mamelukes w/ my uber-hacked character. )
