Resolved I Cant Garrison My Town

[Holy Shift]

A NPC army conquered Argoron and city is given to me. I was close there and i saw there was no garrison inside of it. Probably conqueror army haven't entered to town. The weird thing is my clan member party leaders didn't leave troops to garrison and i was not able to donate troops because there was no option to manage garrison and i cant donate troops to garrison because there was no garrison. I reentered to town after starvation and my companions still didnt add troops. The result: 0 garrison. Militia numbers are stuck at 6 too. Town has 6 militias without increase.

I save my games as one and the city is lost and taken back, conqueror army moved in and things became normal.
I had no mod installed.
