Ok, so I'm playing as the Nord and I'm at war with the vaegrs. They've got three city's left, that's all. But the problem is, they've had all three city's now for a long time since all of the Nord lords wont attack any of the castles, and yes, I'm sure were still at war. Is their a way to make them start attacking something? Or better yet, just so I'm not as bored, is they're a way to take other kingdom's castles? I tried before and no text box comes up to put the castle under siege. Does my kingdom have to declare war on them to do that?

There's a quest given out by a lord that would make your faction declare war on the faction that was subjected to your caravan raids as requested by the quest in question.
My advice, however, is to just finish those last few castles off before you start another campaign, having them stab you in the hindside isn't good when you and your lords are tied down on the other side of the map.
An alternative is to become marshal and get Lords to follow you.

Needs around four digits of renown, and that you trump all the others in a significant amount too. I would exactly recommend this as a good way to pursue sieges, as allied generals don't join you in sieges anyway even when they're right next to you. This is more of a siege starvation force for keeping the greater majority of the enemy at bay while you starve out the defenders.

Yes, they do join you if you are Marshall, ask them to "Follow you", and you have a disposition of +10 or more with them. I've had several lords (5 I think) to join me in sieges.

And if you have super disposition with a Lord you can ask them to follow without being a Marshall, and I think (don't know for sure) that they will join you in sieges.

Don't bother waiting for lords to attack towns, they rarely do and even more rarely do it successfully on their own. Do it yourself and there's more chance you'll get awarded the town yourself.

I'm not marshall yet, but have high relation with some lords (60+). They happily follow me to a castle, wait there when I siege it. Then, only watch me make the attack, never join the battle  :???:
I believe they refuse to join because the ennemy is not outnumbered. Or some other weird reason.

Then I guess you will have to be a marshall to make other lords join you in sieges : ( I became marshall rather fast because it took a while before I became a lord, so I already had a good renown so I never had the chance to ask friendly Lords to follow me and join me in battles.

Defintion for marshall:
1.You get too control lords but they always run after some stupid bandit party
2. You need renown higher then any other lord in your kingdom
3. Make friends with all the lords or they won't vore for you (Unless u like cheat and get 3000 renown)
4. As Marshall try not to get captured because im pretty sure u lose the postion

After a while on my first game, the Rhodoks successfully sieged Praven (with my help, of course)

But, I think that was the only time a war band attacked a town at all in any of my games  :???:

If they are Vaegirs, look at each keep and see how many archers and soldiers they have. If they have a lot of archers, try charging them with as many Huscarls and mid to high tiered Nord or Rhodok troops you have. If they have a lot of infantry or don't have a lot of missile troops, just get a bunch of Rhodok sharpshooters with you and hit them from afar. The crossbows seem to be much more accurate at further ranges in my sieges.
