First go to the guild master in 2 towns and purchase a headquarters in each town
then go downtown and visit one of your headquarters
choose setup caravan option
setup towns, where you start, and where else you go, you can only go to towns with headquarters
Don't do anything with the trade goods
then push the send button, you will get notification if you could create a caravan or not
next hit the abort button, then exit out to map, caravan should be created, don't talk to it, just let it go and it will start making you money
the farther the distance between towns the more money you could make
